To many to try and go thru on this site, but your Dakota should have the routing on a label that is on the under side of the hood. If not, my Chiltons book in the Emissions chapter starting at page 4-20 has routing diagrams for all of the engines.
The vacuum lines go to various places on the 1994 Dodge Shadow. The engine, brake booster, even the air doors for heat and AC all operate with help from the vacuum system.
Broken or disconneted duct? vacuum actuated motor not working due to a vacuum leak? selector switch not working?

Check for fusible link, sometimes located close to battery, if it goes bad you will not get any power any wher. Battery could be dead..
Just replace it, it's not expensive.
Do this OUTSIDE and be very careful!!! With the engine running, spray a litle starting fluid on vacuum lines that you suspect of leaking. Use short shots and don't let the fumes build up. That stuff is very flamable and is very dangerous if you get too much built up around a spark. Spray it on potential vacuum leaks and when you hit the place that IS leaking, the engine will speed up and/or run differently. Don't forget to check the vacuum assist brake and the intake manifold gaskets. But again, don't let the fumes build up. Use carb cleaner instead of starting fluid. It is not as volatile.
