The world's first republic was Vaisali, in India, during the time of Mahajanapadas. Currently this place is in the state of Bihar as a district and is still known as Vaisali. Sometime around 700-300 BCE.
Some decades after Vaisali was a republic, the world's second republic came into existence somewhere in the current Middle East near Syria.
Rome and Greece had republics much later, but as usual, the perception among people is that first republic or democracy came from Europe, which is wrong.

The Dutch were able to establsh the first republic in modern times, by exident. The Dutch Republic declared their independence in 1581 and renounced the Spanish king Philip II as their sovereign. But they realized they had no replacement for him.
The Dutch Republic negotiated with a German Hapsburg prince Matthias, with French royalty, and with England's Elizabeth I. But nobody wanted to be their new king. This is were the accident happened that they decided to invest sovereignty into a national assembly called a States General. Rome was the first nation to put a set of rules/laws to govern its people than even those in power were not allowed to disobey. Similiarly to the United States, Rome was also a Democratic Republic.
