Contrary to internet myths, the president is not shutting down NASA. He did, however, need the agency to make some budget cuts and to re-focus its mission. It was decided to concentrate on exploration of Mars, rather than on making another trip to the moon. Currently, NASA is involved with the Mars mission, with President Obama's full support. It should be noted that the president's decision to cancel further trips to the moon was controversial with some former astronauts, but others understood the reasons for it, and were in agreement with exploring Mars.
President Obama, like his predecessor President Bush, has tried to continue funding space exploration; but President Obama has had to deal with budget cuts due to the economy. Rather than sending astronauts back to the moon (where we have already been), Mr. Obama is asking NASA to focus on a trip to Mars, and that is what NASA is planning at this time. Reports that Mr. Obama has eliminated NASA or tried to thwart space exploration are false.
Barack Obama did not "turn off" NASA. During his presidency, Obama supported NASA's exploration and research efforts, including the development of the Orion spacecraft and the Space Launch System. However, under his administration, NASA shifted its focus from manned space exploration to promoting public-private partnerships for space travel and placing greater emphasis on Earth science and climate research.

Depending on how you define "exploration of space" NASA has not halted. It currently has no U.S. space vehicles but is using Russian launch vehicles to visit the space station.
