Arkansas adopted its flag in 1913 by putting a contest to what should their state flag should be and the winning flag was a red background with a blue diamond in the middle and within the diamond was 25 stars, because it was the 25th state to join the union and 3 stars in the middle of the diamond. Then in 1923 the state Legislature added a 4th star, 2 above and 2 below the name Arkansas. While the first 3 stars represented the nations that Arkansas belonged to (geographically) the 4th represented the Confederate States of America. The original "nations" were France, Spain, and the United States of America. In 1924 the Legislature moved the grouping of 3 stars below the name Arkansas because they each represented "nations" and left the lone 4th star above. This is fitting because the lone star was a popular symbol on the "Bonnie Blue Flag" during the Civil War for the Confederacy,and the symbol of a new republic.
