The Liverpool and Manchester Railway was the first modern railway, in that both the goods and passenger traffic was operated by scheduled or timetabled locomotive hauled trains, about 1830. There were cases where horses drew the cars.

The easiest answer to the question is that it was invented by a man named Robert Davidson, and, upon considering the fact that he lived and died in Aberdeen (Scotland), it would be safe to assume that is where it was invented.
Wernervon Siemens designed the electric train in Germany in 1880.
