The third day of the Battle of Gettysburg ended with the failure of Lee's army to drive Meade's forces from their favorable positions. Lee waited and prepared for a Union counter attack but it never happened. Lee's forces were heavily concentrated and foraging for supplies was near to impossible. To add to Lee's problem, militias from Pennsylvania were conducting raids on Lee's army. In this unfavorable situation, Lee decided to retreat across the mountains and marched towards Hagerstown.
