It was the most unexpected outcome to the leadership debate. The current leader, Edward Heath, was refusing to step down, even though everyone wanted him to. But some of the likely front-runners thought it was disloyal to stand against him. So they organised a 2-part ballot to force Heath out.
For the first ballot, they would ask the front-runners to stand down, and they would send in a 'stalking horse' to concentrate the anti-Heath vote, compelling him to stand down for the second ballot. This person would need to be someone of ministerial experience, but who had no chance of winning the real contest. They chose the only woman minister, Margaret Thatcher.
To everyone's astonishment, she gained more approval every day, and ended up winning the second ballot.
