In ancient Rome, fire brigades were formed to fight fire and to enforce corporal punishment on those who flouted the fire codes. This was at least before 24 BCE. They used a bucket brigade of slaves as the fire fighting mechanism.

Once the concept was thought of, it would have been natural to have a central depot, or several depots spread city-wide, in which to store the emergency supplies.

In more recent times, the Great Fire of London in 1666 drew focus on the need to have a trained and available fire fighting organization. Subsequent to this, Insurance Companies were formed to spread the risk amongst the insured. These companies naturally had an interest in the availability of fire fighting services. Some of today's insurance companies trace their ancestry to these events.

Older forms of formal insurance date back at least to the Code of Hammurabi in 1750 BCE.
