try to find a short somewere look the best you can under the dash and check for wires that are rubbing on metal ,also sometimes if the cigaret lighter is biult into a ashtray that opens and closes on the dash like on a 91 newyorker,the wires can get the coating shaved off and then ground out the horn, and the radio ,then fuse ,it has happend to me before but it does sound like its takink to much power that the fuse cant handle so its grounding .good luck .
