i have the same problem on my 1998 escort finesse. it is the light stick on the steering wheel, if you flick you headlights on and off enough you dash lights work, mine don't anymore. you have to get a new light stick unit ( don't know the actual name ) there is no way around it, i had a quote for about $300 to fix it so i had my farther in law do it for $50 plus the part. hope this helps
A simple first step would be to check the fuses to these lights, then go from there.

If the 4 Ways/Hazards are disconnected then neither will work the park lights nor the turn signals.
Might be a bad flasher
On my zx2 there is a button on the lower part of the dash by the drivers door that you can brighten or dim the lights... Not sure this is your problem but it is worth a try ... I use it to dim them when driving at night..
Fuse should be marked and also control parking and tail lights
If neither signal light works, the flasher may very likely be the problem. The hazard lights and the signal lights work off different flashers.
Probably a ground problem. Find the common ground for the lights.
No the tail lights are in the fuse box on the drivers side the dash lights are just bulbs you have to replace when they burn out.
Most likely no brake lights would be due to a faulty switch on the brake pedal or a bad fuse.
replace your switch, located under the brake pedal.
