Assuming you mean in The Elder Scrolls 3: Morrowind, Dagoth Ur is found in the Crater of Dagoth Ur. The volcano he's found at is almost in the centre of the map, and is completely surrounded by the ghostfence. Once in the crater, there's a dwarven switch which opens a door. Go through that. Keep heading down and be prepared to fight a lot of ash vampires and other nasty monsters. YOu need the tools of Kragnenac (or however it's spelt) or you cannot hurt him.

It's entirely possible to enter the Ghostfence, find Dagoth Ur's fortress and go meet him without being directed to do so by the main quest. There are some significant problems for someone who wants to kill him though without playing through the main quest, as one necessary component, Wraithguard, can't be obtained until the last part of the main quest. While there is a substitute version available, it will kill a low level character who tries to wear it. But it is possible, with the right potions.

With this you can create your own caves, towns, characters and objects, edit dialogue, write scripts to control advanced behaviour and much more. There are many such user-made "mods" available for download from the various fan-sites as well as from the official Elder Scrolls website. Many of these add new quests. Some even add entire new continents to the map!
What is the story line of Morrowind?
The story begins many many years in the past, the Chimer race, lead by the hero Indoril Nerevar, fought against the Dwemer, and their leader Dumac. As the Chimer neared victory, the Dwemer suddenly all disappeared, due to their chief architect Kagrenac's tampering with the Heart of Lorkhan, the heart of the very god that created Nirn, the world the games take place on. The 'profane tools' Kagrenac created to manipulate the Heart's power, then fell into the Chimer's hands. Nerevar's advisor, Voryn Dagoth, believed they should be destroyed. Nerevar left them in his hands while he consulted with the tribunal, Almalexia, Vivec and Sotha Sil. There are some inconsistencies in the next part of the story. Some say Dagoth became corrupted by the heart, fought and killed Nerevar, and was driven away by the Tribunal. Some say the Tribunal killed Nerevar out of greed, Dagoth failing to avenge him. Dagoth Ur (as he later called himself) confirms, at least, that he fought Nerevar. Perhaps the truth lies somewhere in the middle. But either way, the Tribunal broke a solemn vow to Azura not to use the tools, and turned themselves into living gods. Azura appeared to chastise them, and the Chimer race became blackened into the Dunmer people who you will see during the game. She said that Nerevar would be reborn, and would punish them. Though the Tribunal used their new powers for good, working against the evil of the heart weakened them over time. They had to return to the heart chamber occasionally to replenish their power. However, Dagoth Ur had survived, ambushed the three and drove them from the red mountain chain, taking two of the tools from them. Without access to the heart, the Tribunal's powers waned further. Back to modern times, a prisoner was delivered to the island of Vvardenfel, as he, or she, met the first two criteria for Nerevar's rebirth, the Nerevarine. This hero did many deeds over the island, coming into conflict with the Tribunal church, as any belief that opposed them (such as the Nerevarine) had been outlawed. He was aided though by the ashlander tribes who kept the old traditions, and found allies within one of the Great Houses. Eventually as the hero met more conditions of the prophecy, even the arch canon and Vivec himself had to accept the hero's status as Nerevarine. Vivec entrusted the Nerevarine with the last tool, the Wraithguard, and sent him on a mission to claim the other two, and destroy the Heart of Lorkhan with them, he would lose his immortality, but so would Dagoth Ur, who the Nerevarine could then defeat. The Nerevarine did as was told, the heart and Dagoth Ur were destroyed, the Tribunal's powers removed, as Azura (who appeared to congratulate the Nerevarine) had prophesised.
