AnswerYou may be looking in the wrong one. There may be additional fuse panels on your car. Typically, one under the driver's side dash, and one under the hood.

Sometimes, one fuse covers a lot of circuits and may not be labeled specifically for the windows. Use a test light and test them all.

There is not a fuse. There is what is called a thermister near the motor on the power window. The thermister stops the electricity flow once it reaches a certain temperature. You need to replace the entire power window actuator. I have done it. I think the actuator cost about $70 on the internet and you can find directions on how to replace it. It is not too difficult.
