On a 1996 Ford Ranger ( fuse # 1 is a 7.5 amp mini fuse for the power mirror ) The fuse panel is in the drivers end of the dash , the fuse panel cover is visible with the drivers door open

Open the drivers door , and IN the drivers end of the dash you will see a removable plastic fuse panel cover ( the fuses are behind the cover ) on your 1996 Ford Ranger

I was looking at the 1996 Ford Ranger Owner Guide and it shows : ( mini fuse # 16 is a 30 amp fuse for the front wiper )

If it's the same as the 1996 Ford Ranger , fuse # 33 is a 15 amp fuse for the High beam lamps
I don't know if the 1995 Ranger is the same but on a 1996 Ranger , fuse # 16 is a 30 amp fuse for the front wiper according to the 1996 owners manual
