check out this link, should be located under the passenger side dash, on the motor housing. On our '98 contour, it was white with a wire connection and one torx screw.

In 1999, Ford had a recall program. In some of the affected vehicles, the blower switch or resistor may develop increased resistance which could potentially prevent the blower from operating on some speeds.

Certain 1995 through 1998 model year Ford Contour and Mercury Mystique vehicles built from July 1, 1995 through December 31, 1997.

As a note, I only replaced the resistor and blower switch and not the pigtails. I assume they'll go out again but it was only $15 for the switch and $40 for the resistor from autozone or checker auto vs. $90 for everything from a Ford Dealer.
The blower motor resistor on a 1996 Safari Van is located on the blower motor. The blower motor is on the fire wall inside the engine compartment on the passenger side.

There is only one blower motor resistor and it is located in the evaporator housing.
Remove the glove box. The front blower motor and the resistor can be accessed from there.
resistor is located right by the blower motor itself ..Follow the electrical wires. It will look like a flat chip board from a cell phone!

On a 1998, it's on the blower motor itself. Good bet it's the same on the 1996. Open the glovebox, push the tabs on the sides so you can open it further. You can see the blower motor. The resistor is the thing the wires attach to. Unplug the connector, and the resistor comes right out with (I believe) just one screw.
Under the hood, on the firewall, passenger side, close to the blower motor speed resistor.
