It's in the engine compartment on the passenger side toward the windshield under a black plastic cover. It requires no tools to replace and only takes a few minutes. Pull the weatherstripping foward, exposing where the cover meets the body and lift the passenger side of the cover enough to get your arm inside. You'll see the filter - originally white, probably faded to grey or black now - held in by a little plastic clip. Pull off the clip, remove & replace the filter - "flow" arrow points down - and replace the clip. Make sure the plastic cover lines up properly when you put it back down - it should sort of "settle" into place. The weatherstripping is the same way - if you press it firmly all the way along, including the side where it meets the fender, it shouldn't have any slack.
The part number for the filter is 1H0 819 644B, it lists for $17.18 at the dealer. The same filter also fits many Golfs, Jettas, and TTs of the same vintage so parts stores should have it in stock.
