It is bolted up inside of the drivers side frame rail behind the cab. You will have to slide up under the truck to see it.
If you question the condition of the fuel filter, just replace it with a new one.
The fuel filter on the 1997 Silverado is located inside of the fuel tank.

It is up in the driverside frame rail, back were the transmission crossmember bolts to the frame.
I have the Haynes 1999-2006 manual and from that I read "2005 and later models are equipped with a non-replaceable fuel filter built into the fuel sender assembly". I was wondering if I could change the fuel filter, but looks like you can't with this model and year.

The fuel filter is part of the fuel pump module located inside the fuel tank. The fuel filter is not serviceable by itself.
In 2004 Chevy started putting the fuel filter inside of the FUEL TANK.
My 1999 Chevy silverado was hard starting when warm (but not when cold) and studdered sometimes at idle. Changing the fuel fillter cured both problems.
GM no longer uses an external fuel filter on their trucks and SUV's.
