This is Electronic Traction Control. Yours, it appears is turned off. If you have an owner's manual, it will provide the information you want. If not, get one. In the mean time look closely, and I am sure you will find the on/off switch on the dash or near the shifter.

Does the speedometer work? Sounds like the electrical connector from the transmission to the PCM is either not plugged in correctly or at all.
There is no ETF light on a 1996 Chevy Cavalier. But there is an ETS light which stands for 'electronic traction system'. This light turns on where there is a problem with the brake system.
You can't turn on the ETS manually. It only comes on when the computer senses wheel spin. You should notice it coming on during a heavy rain or when accelerating quickly from a dead stop.
It wont turn off. It stays on just to let you know that your car isn't losing traction.
