There's no such thing as a speed sensor. Do you mean the rev. counter or speedo sensor by any chance?
I had the same problem on a Peugeot 405 Turbo Diesel. The problem turned out to be the water-in-diesel sensor itself - so I have ignored it for the last 5 years! It is probably the water-in-diesel sensor which is at fault. I have had the same problem for over 5 years on a 405 turbo diesel - so I have ignored it.
To replace glow plugs on a Peugeot 405 turbo diesel, remove the connecting wire. Take off the 8 mm nut, followed by the 10 mm deep socket. Remove the old plugs and replace with new.

The Haynes manual I have doesn't mention any need to re check. As the bolts are "angle tightened" I would have thought it unlikely that they would require a check.

Took me a while to find it! It's located right next to the pollen filter, under the bonnet, its one of the two green relays present there, one if for the headlights and the other is for the 'driving lights' (not the full beam lights).
ON TOP OF THE GEARBOX BELLHOUSING THERE IS A SENSOR (EASY TO SPOT,COUPLE OF WIRES COMING OUT OF IT),IT READS THE ROTATIONS OF THE FLYWHEEL, GIVE IT A PUSH DOWN THEN PULL IT UPWARDS A TINY BIT.I EXPECT IT WIGGLED ITS WAY OUT OF POSITION.THAT'LL DO THE TRICK ;)

There is none, the engine is a mechanical injection diesel which means it has a rotary injector pump controlling the injection times and quantities rather than a computer doing it

this sounds alot like a turbo failure, although there could well be a leak in the pipes leading from the turbo to the intercooler, or from the intercooler to the inlet manifold. also check the intercooler for leaks. or it is the vacuum pipe that operates the waste gate on the turbo, or a seized waste gate.
To do this, divide 405 by 9 which is....45 so yeppers, its 45 mph
