This depends entirely on the country the farmer lives in, as well as the state or area. It also depends on what the farmer grows or produces.
Garden mushrooms and fungi feed on organic material in the ground, things like old tree stumps, buried wood scraps, or pet feces. Since yours are coming up in a flower garden, rotting mulch is a likely suspect. Picking the mushrooms or chemically treating the area is a temporary solution at best. The only way to permanently get rid of the mushrooms is to eliminate the food source. If you can't figure out what they're feeding on, pick a specimen and take it to your local garden store or state university extension office. They can identify the species and point you towards the likely culprit.

Mushrooms are illegal in every Us state.. Usually scheduled as a class 2 drug. They're great though.
