No person sat down and thought, OK, today I'll invent a language! After all, doing so would require that they already knew a language with which to express their thoughts, and you quickly get into a circular discussion. Most animals have cries or sounds that mean certain things to them. We primates* have better vocal organs and bigger brains, so millions of years ago as we evolved** our long-ago ancestors gradually associated an increasingly complex set of sounds with different circumstances. If someone saw an elephant in the distance, it gradually dawned on them that using the same sound each time was a lot better for indicating "elephant" than just pointing and grunting randomly. However, current research indicates that humans are by no means alone in the use of language. Dolphins and whales make complex sounds that appear to be used for communication over long distances. Our nearest primate relatives such as chimps and bonobos use specific sounds to indicate specific objects and circumstances. Bees even perform dances that tell other bees where the best flowers are located, so they have a kind of soundless language.
[*] Yup, we're hangin' out on one branch of the family tree along with chimps, gorillas, lemurs, etc.
[**] Sorry if I stepped on any religious toes, but evolution is demonstrable fact. The Bible is my book of faith, but not a science textbook.

Natural languages aren't created by individuals. They evolve among groups of people over very long periods of time.
It is difficult to pinpoint an exact date for the creation of the first language as it occurred thousands of years ago through gradual evolution. The development of language is believed to have started around 50,000-100,000 years ago with early human ancestors using simple sounds and gestures to communicate.
