No one person created the name "France."

The Romans used the name "gens Francorum" or "Franci" to describe a confederation of Germanic tribes occupying land in the lower and middle Rhine are in the 3rd century AD. For a time after the fall of the Roman Empire, the Franks controlled most of Western Europe and the portion we now call France is named for them, meaning, basically, "land of the Franks."
