One would have to, as with the antitrust laws, distinguishe between harmless or even beneficial forms of Child labor- such as farm products like Burpee seeds, sold by Bicycle Borne vendors- Newspaper vendors, some types of juvenile jobs involving candy counters or ice-cream parlors- harmless and hazardous tasks such as factories, mills, areas involving power tools, garages, and so on. I think Miss Addams would have seen certain types of juvenile jobs in fact beneficial and educational- like shop classes in the schools leading up to craftspeople. but one would have to distinguish between harmless newstands and ice cream parlors, and hazardous labor conditions- which she ardently opposed- adults as well as juveniles.

She opposed it on the lecture and Propaganda platform, but realized there were harmless and necessary youth jobs such as farm products and news vendors, and the newspapers would have a big lobby attack if she went against newsboys- so she focussed on the more hazardous types of child labor- mines, factories, construction tasks, where the situation was too risky for youngsters- and ignored or toned down what would be seen as harmless youth jobs. not a bad approach.

America did not stop child labor, it is still going on today. (2011) Mostly in agriculture,in the western part of America.
