No one, because he wasn't impeached. There were strong suspicions at the time and later that Clinton had been set up, what with a BFF of Monica Lewinsky appearing out of nowhere, enquiring exactly how she was progressing and giving instructions as what to do with the 'evidence'. In the end, Congress voted against impeachment.

Some people have the mistaken belief that Bill Clinton was removed from office as a result of his impeachment in 1998. The House of Representatives filed two articles of impeachment against him, but these are just charges, like a grand jury indictment. When someone is impeached, he or she is entitled to a trial in the Senate. The Senate acquitted (found not guilty) President Clinton in February 1999, so he stayed in office and finished his second term.

Clinton was succeeded in office by President George W. Bush in January 2001, as the result of a contested election against Al Gore, who had been Clinton's Vice-President. President Bush also served two terms of office, and was then succeeded by President Obama.

Two Presidents have been impeached in US History, but neither was removed from office. (The other President was Andrew Johnson, in 1868)
