Could be that the battery is still too week to turn the starter. beyond that, it is probably a starter issue. If the wiring is not loose at the starter. More than likely it is a bad solenoid or starter. One little trick is to give the starter a couple of light taps (don't try to kill it) with a hammer or semi heavy blunt instrument. Sometimes as they get older they will seize and blunt force knocks it loose.
you need to check a fuse in the engine compartment it has to do with the starter brushes arcking out a 20 amp fuse.
Take it out of reverse.
im having the same problem with my 1983 fifth avenue. i figured out so far that i think its the ignition switch or the lock cylinder does the lights come on on the dash when you turn the key over
If it will not turn over you have an electrical problem. Start by removing the battery cables and cleaning the cables and battery posts. If that does not solve the problem, then put a charger on the battery and let it fully charge. Turn on your headlights and try to start the car. If it still will not turn over and the lights do not dim you probably have a bad starter or starter solenoid. But make sure your battery is good. If you can jump start it with another vehicle the battery is bad. It can also be a defective ignition switch.
If the battery is good and the starter is good, then you must have a wire disconnected somewhere.
Yes, the clicking is the starter, but there's probably nothing wrong with it. Your battery doesn't have enough juice to turn the starter motor (draws lots of current), but still has enough to turn on the lights and accessories. Try jump starting it or trickle charge the battery.

Do the dash lights come on now that you have put in a new fuse...Does the motor rotate or try to turn over....If not, it sounds like you have a bad ignition switch....
there is a dial pin on the left side of the ref counter turn this clockwise and the clster lights will come on then ,
