Because adults would write a more mature book and not too gruesome. But if a child wrote it he/she would make it scary and the kids would cry.

As may have been noticed by some of you, children will not only have poor story telling skills, but will also have difficultly telling a story at all. Adults will understand a child's mind a little bit more, and still be able to write a story for them even if they don't. There is no definite age group that any person must be to be able to write a Children's Book, they only need the ideas, and the ability to make it understandable.
It generally takes an adult to go through the hoops to connect with a publisher and do the work necessary to make a salable book. Some children have written books that have sold. No one is born an author, it takes hard work and dedication to the craft.
