He may have been chosen by God to be a prophet for his people. However, religiously he is the man who led the Hebrews from bondage and wrote laws for them to live by, making him a prophet even if God was not involved.
God chose Moses to lead the Israelites out of Egypt because Moses was obedient, had faith in God, and was willing to carry out God's plan. Additionally, Moses had a unique upbringing that allowed him to understand both the culture of the Israelites and the Egyptians, making him an effective mediator between the two groups.
From a biblical point of view, it is indeed difficult to understand why God chose the Israelites above all other nations. That he had absolutely no interest in other peoples, at least in early times, is demonstrated by his command to the Israelites to commit genocide against the Canaanites they defeated. This becomes perplexing when we find that the Maccabean rulers of the Jewish nation forcibly converted Idumeans and Galileans to Judaism in the second century BCE. Why would this be, if the Idumeans and Galileans were not Hebrew people and could not share in God's covenant? Finally, the Christians say that the same God now wants all people, regardless of race. Has Yahweh changed his mind, or have religious leaders misunderstood his purpose?
We find throughout the West Semitic people of the ancient Near East that the sons of El (the father of the gods) each chose a nation to rule as that nation's supreme god. Or perhaps the people really chose that god. And so it may be that the people of Judah chose Yahweh as their supreme God. We find in the Book of Psalms references to El ruling in the Congregation of the Mighty (the gods), just as Israel's neighbours referred to El ruling in the Congregation of the gods.
I don't believe scripture reveals the reason God chose the Jews as His people. Scripture does tell us that God is not "a respecter of persons," meaning He doesn't randomly hold any in higher regard than others.
However, when God does make a choice He sticks with it. Scripture tells us that the "gifts and calling of God are without repentance," (Romans 11:29). In other words, when God chooses to bless a person or group of people He never retreats from His choice.
