They weren't. It was still illegal to teach an African American to read and write. This is one reason the Jim Crow voting laws worked so well because it required people to read as passage of the constitution as a requirement for registration for voting.
Around 200,000 blacks were employed by the CCC program. They also found non-agrarian jobs via the Tennesse Valley Authority. Some African-Americans were given positions of responsibility as part of The New Deal.
