1) The U.S. didn't declare war on Germany; the U.S. declared war on Japan Dec. 8, 1941 after the attack on Pearl Harbour . Germany and Italy declared war on the U.S three days later on the 11th.

2) actually the U.S. did declare war on Germany becase the Americans was outraged by Germany submarine warfare

This all depends on which war you are referring to. If you are talking about World War I, then the second answer would be correct. If you are talking about World War II, then the first answer would be correct.

President Woodrow Wilson recognized that there were German U-Ships (submarines) in American waters. These "subs" started attacking American ships, and gained Intel from the Americans eventually trying to entice Mexico to declare war against the U.S. This failed, the Americans won the war in the end.

The US declared war on Germany in both world wars.

First, during WWI:

The US declared war on Germany on April 6, 1917. As to why, there was the sinking of a primarily passenger liner named Lusitania in 1915, and other sinkings caused by German submarines, that had cost American lives. But that is a superficial cause.

Then, at the start of WWII:

The U.S. declared war on Germany on December 11, 1941 in response to Germany declaring war on the US. The U.S. had declared war on Japan Dec. 8, 1941 after the attack on Pearl Harbor. Germany and Italy declared war on the U.S in support of their Ally, Japan.

There are two main reasons for American's involvement in WWI.

The first one was the Russian Revolution, which caused Russia to pull out. Before Russia pulled out, Germany was fighting a two-front war against France and Russia. Once Russia pulled out, Germany was going to be able to focus all of their energy and men on capturing France. America didn't want Germany to have so much power.

The second reason for America's involvement was Germany's attacks on American neutrality. German U-boats kept attacking American ships after America and Germany had agreed on the end of the submarine warfare. There was also the infamous Zimmerman Telegram when Alfred Zimmerman contacted Mexico trying to convince them to attack the US, and in return, Mexico would get Arizona, New Mexico, Texas, and all the land they lost, back. America was able to get their hands on this telegram, and when confronting Zimmerman, he didn't deny it.

These factors convinced America to finally enter the war after a few years of attempted neutrality.
