Tuna get oxygen through ram ventilation, which means that they swim rapidly in order to have water/oxygen move across their gills. If they stop swimming, they will suffoctate. Therefore, they need to swim even while they are sleeping!
When fish sleep the part of there brains that control motor functions stay awake which allows them to sleep while still move and allow water to flow through their gills to get oxygen. Also, fish regulate their depth with what is called a swim bladder that alters their depth, this also is controlled by the same part of the brain.

Fish do not normally "float around" they swim. If your fish is floating/sinking then it is probably dead.
