He is a fickle character and before Juliet was in love with another girl. Juliet wants him to say that he loves her earnestly and stop with the stupid and overly romantic and exaggerated promises. She doesn't want him to love her and make sure it is backed up with swearing by the moon. She just wants him to back up his own love for her on his own grounds and nothing else.

The moon changes nightly and is not constantly present; therefore, Romeo pretty much did not swear to always love her but instead sometimes love her but not always full and not always there.

Because the moon is 'inconstant', that is it changes. It grows larger in the sky and then smaller and then disappears altogether. She wants a love that is constant, not temporary.

Because the moon always changes , so according to Juliet she doesn't want Romeo's feelings for her to change they should stay truthful and the same.

It's not so much that she wishes that she hadn't vowed to love him, but that she wishes he hadn't heard her saying it. The accepted practice was for girls to play it cool when guys were coming on to them, and not give out that they liked the fellow. (Come to think of it, that hasn't changed much) She worries that because she blew her cover, now he'll think she's loose because she's prepared to love him right off the hop instead of putting him off.
