It is one of the best features of our US Constitution and our representative government. No individual should have enough power to overpower the government, and no individual should have power for limitless periods of time. Witness the incredible turmoil that countries face when power-drunk leaders decide that their hold on power justifies killing the people they govern. The original constitution did not limit the number of terms a president could hold office, but wisely the people ratified an amendment that set a limit of two terms.

Why was the position of President given a limited time to lead the government?

The reason why a President of the US is elected to a four year term of office is so that he remains answerable to the voters, who can vote him out of office if the voters do not like the job he is doing. Presidents who have an unlimitted time to lead the government (Presidents for life) become dictators.

How did the spoils system lead to corruption?

The so-called spoils system which called for the President to make appointments to a large number of government jobs could lead to great turmoil when the administration changed parties. The old appointees might still be loyal to the previous president and maybe would not obey the new president However, they had experience and a large turnover would impair their office's ability to function. It was very difficult for the president to wisely fill so many positions -- it was tempting to just appoint supporters and was tempting for people to participate in a campaign in order to get a job if it was successful.
