the engine is using its power to run the power steering pump
The 2005 Cobalt has an electrical steering system. There is no power steering fluid used. The steering column has lubrication points.
There is not a reservoir for the power steering it is electronic

I believe there is a recall on Cobalt power steering. Call your dealer with your vin# to see if it applies.

There isn't much to diagnose. Either the electronic steering works or does not. You can check that the wiring harness or wires are not damaged, but when a power steering failure occurs with the electronic steering on the cobalt the electronic steering component must be replaced.
