If the pilot light is on, the heater should come on by itself. If the pilot light is off then it has to be lit. If it will not stay on, the thermocouple is bad.
The top rated water heater would depend on the type required. Gas powered, Electric powered, on-demand, solar, tankless...there are many options these days.
A water heater runs 24 hrs a day seven days a week, unless you have a water heater that has a time clock to prevent it from doing so. This is one reason why tankless water heaters are superior to the old style tank. They only heat the water when a hot water spout is opened. A conventional water heater heats the water on and off throughout the day to keep it at the set temperature for use.

You first have to get to know your water heater. Some people can turn it on for two hours and have enough hot water for two days. Any time the water heater is turned off the consumer is saving money.

Well, my cooter's don't have a heater and they are super healthy. Just let them bask in the sun if you need them to get warm or if you don't have a heater like i do. c:

Tankless water heaters are green because they only heat the water as it is needed. In a conventional water heater with a tank, there are 20 - 60 gallons of hot water that must be kept hot 24 hours a day, 7 days a week. Some of the heat in that water is constantly getting out of the tank, no matter how well it is insulated. That means that every so often, the heater must run to bring the water temperature back up. All that heat that leaks out is wasted. A tankless water heater doesn't use any energy when there is no water flowing.
Sounds like a leak on the suction side of your equipment.
