Depends on where in Norway you are, in the winter in the south it gets around
-5 to -10 degrees celsius. If you are in the north it can get as cold as -20 to -40 degrees celsius. The coldest weather ever messured is -51,2, and that was in Karasjok the 28 of January 1999.
An ocean current called the Gulf Stream brings warm water from the Gulf of Mexico to Europe (and Norway). The water eventually cools down, sinks to the bottom of the ocean, and flows back to Mexico, where it is reheated. The warm water warms up Norway, but the inland is cold because it is far from the ocean.
Yes in the summer it is warm, but not exactly 'hot'. It goes up to 30C but it's normally 26C in the summer. In the winter its a bit colder...heh, it can go down to -30C and colder!
On average - 20 Celsius ?
It really depends where you live, but it could be anything between -5 and -40

Norway's November hasn't been as cold as this year's since 1919, but usually, Norwegian summers can get very hot, too hot at times. Naturally, the hottest part of Norway is in the south. You do not want to be in Norway during the winter.
