Rust is oxidized iron. When iron is exposed to the oxygen in air or water over a period of time, the iron oxidizes. If it is exposed long enough, the iron turns red, grainy and soft and becomes rust. Rust can be removed by sanding or grinding. For a car, this requires multiple sandings with various grits of sanding compound. This is followed by primer, then by paint before new rust has time to set in. If the rust has eaten a hole in the metal, then Bondo is applied first.
