Rust is oxidized iron. When iron is exposed to the oxygen in air or water over a period of time, the iron oxidizes. If it is exposed long enough, the iron turns red, grainy and soft and becomes rust. Rust can be removed by sanding or grinding. For a car, this requires multiple sandings with various grits of sanding compound. This is followed by primer, then by paint before new rust has time to set in. If the rust has eaten a hole in the metal, then Bondo is applied first. Once the primer and paint are dry, the metal is protected. Hope that answered your question. Princess
If rust is underneath your paint work, you will notice some bubbling. Rust should be sanded down, before painted over.
To protect the metal from rust on a steel car. On an aluminum, or carbon fiber car it is not necessary to paint the car. As an example all DeLorean's were not painted from the factory as the body panels were made of aluminum.
When the rust weakens important structural joints or opens areas where exhaust fumes can enter the cabin area, yes it can be harmful.

You can remove rust from your car by masking off the areas affected. Then use a sanding tool to remove the rust...usually down to solid metal if there is any, if not it will need to be patched. Always remember to wear safety glasses and gloves.

The paint also enhances the car's appearance, provides a smooth finish, and can act as a barrier against minor scratches and dings. Additionally, the paint can help increase the resale value of the vehicle.
