You probably have a short in your steering wheel column.
As an owner of a very small (six) fleet of Dodge pickup's (1500's & 2500's) I have experienced this problem in 3 of them. Two were corrected by removing and cleaning the inter-bus connector located inside the engine compartment fuse distribution center. It is located on the right rear of the center than can be viewed (standing at the drivers side looking into the engine compartment), and held in place by a phillips drive screw.
A special note: the retaining screw appears to be threaded into a nylon (Teflon?) retainer that must not be overtightened. This one, I'm still looking for a solution.
The third we are still working on, and are investigating chaffed wiring as a possible cause.
