The iPod Touch software may be out-of-date or may be too new.
iPod Touch apps have been known to not open if you do not have the minimum latest version of the 2.0 software, and certain apps will not open if you have 3.0 or 3.1 software.
it might be a compatibility issue. check if the app works with your version of i touch.
Either download and read the users manual from 'support.apple.com/manuals or take the iPod Touch into an Apple Store and ask the people there

You will only need a computer at first to set up the ipod because if it is new you have to plug it in and open itunes and configure it or it wont work. No it is not necessary after that though is helpful to get updates and apps. A wireless network is the other way to get apps without computer.

It does have apps but they would only work with wifi connection. you wont have that in a car unless you have a wireless hotspot.
The push notification on an iPod Touch will only work when the iPod Touch has an active connection to a network. If the iPod Touch is not connected to a Wi-Fi network, it will be unable to receive push notifications until its next network connection.
If the app just says waiting turn it off then back on by then the apps shouldve been loaded by then
some jailbreaks will make you restore it but most wont so if it is backed up you will be ok
First, try dragging the apps from the app section in iTunes onto the iPod drive (where it shows the name of your iPod), and see if it will load and transfer from there.If that doesn't work, try manually downloading the app onto your iPod Touch via a Wi-Fi connection.
