replace the belt with a goodyear bet
It may be the serpentine belt. Sometimes when you purchase an "on the cheap side" serpentine belt, it has a tendency of making noise even when the tension pulley has been change. Try purchasing a more expensive belt. The diamond back serpentine belt may be the best solution for this problem.
If it is making a noise like a spark knock, maybe it is a spark knock.
The Taurus / Sable design radically changed in 1996 making the windshields, and probably all window & body parts incompatible.
Sounds like thermostat is not opening and needs replacing
There should be a tensioner pulley you put a wrench on it and twist and it will relieve tension on the belt making the old one slide right off thenn put the new one on

You dont adjust the tension on a serpentine belt, Dodge uses a spring loaded tensioner located just below the alternator, If your belt is loose it is either worn, the wrong size belt or your tensioner has frozen and not moving. If it is a brand new belt I would suggest making sure the correct one was given to you from the auto parts store. If the belt has been on the vehicle for an extended period of time I would suggest replacing it.
Usually, A serpentine belt system has a spring-loaded idler. Using the proper wrench, usually an 18mm, one can relieve the tension on the belt, making it relatively easy to change the belt. On most vehicles you will find a sticker either on the underside of the hood or somewhere in the engine compartment that shows how the belt goes on.
