The power steering is driven by the serpentine belt which must be changed by releasing the tensioner, located below the alternator. The only other belt is for the A/C compressor.

Why has the proper hand position on the steering wheel changed in the last 15 years?

The proper hand position on the steering wheel used to be 10 and 2 but it has changed and is now 9 and 3. I am not 100% why it changed but I believe it changed so you could have a better grip on the steering wheel.Part of the reason for the change was to have your arms out of the way of the airbag.

How often should your serpentine belt be changed?

The point at which you should have your serpentine belt changed depends on the vehicle. It is best to check the owner's manual. That said, under the best of conditions, the belt should last from 60,000 to 100,000 miles, depending on the vehicle. This doesn't mean the belt won't need to be adjusted at some point before it needs to be changed.

All of the pulleys will have to be changed on everything from the alternator to the power steering pump. Then all of the brackets will have to be moved or modified to make all of the new pulleys line up perfectly. This is assuming that there is even room in the engine compartment to move everything around.
