Why would a 1993 Landrover TDI sound as if it is only firing on 2 cylinders but there is no oil in the water or water in the oil?

could be the fuel pump timing ( just like a petrol, u can adjust the ignition timing by turning the distributor, same principle) with the engine running try slightly looening the ful pump then turn it one way if the engine sounds worse turn the other way
