Why would your computer even when shut off from the power strip make your phone cut off after one ring?

It is possible that your computer has a "Wake-on-modem" setting. Does the problem go away if you unplug your phone line from the computer?
Check the settings in your computers bios, and disable everything related to "Wake-on . . ." See if that helps.

If you are referring to a cell phone, please turn off your blue tooth connection.
A: You could have still a printer or fax connected to the line and that could effect the resolts if setup as one ring.
