Why wouldn't the driving age be changed to 18?

PROS- As teenagers get older, they mature, and the hormones in their bodies settle, which truly allows them to think better. The number of teenagers killed from driving under 18 was more than the number of soldiers killed in Iraq in the war!! Research in several countries has shown not only that the younger people are when they start to drive the higher the chances of having a serious or fatal crash within the first year of driving, but also that a young person's brain is not fully developed until after the teenage years have passed, and that this, in turn, also reduces a young person's abilities as a safe driver. CONS-When you take your drivers test you are to be supervised by a parent when you get your permit and when you are 18 you have the choice to live alone and you won't be able to have that supervision that you need by a parent. When you are 16 you are trying to find a job and if you don't have a car you won't be able to get to that job. And yes people say that people have parents but your parents have a job or a life that they need to live so they might not be able to get you there. So there goes that job. More people will be taken for 21 and can get drunk and then they might drive and kill someone. More people who are under 18 might want to drive right now, so they drive without getting their licenses. Some kids get a bus ride to school and they don't have parents who can drive them so they need the car.
