Super glue will melt styrofoam, so there is no practical way it will glue it. Glue large pieces of styrofoam to itself or to most surfaces with PL300 and smaller areas with a craft glue called Clearco 444.
Glues containing solvents, like toluene, will dissolve polystyrene. Since styrofoam contains a lot of air, it will lose significant volume when the plastic melts. So, the styrofoam doesn't exactly get eaten away, but it does lose its shape.

Yes, you can use Liquid Nails for styrofoam, it works well. Another similar one is PL 300 and I feel this is slightly better than Liquid Nails. Both are used in a caulk gun.
Put a puzzle together and get a piece of cardboard just a little bit bigger/smaller OR cut a piece the same size. Glue the puzzle pieces on in this order: corners and edges first, then the next row from the outside, the next row and the next until you get to the middle. make sure it is all securely glued dowm.
