No, picture quality is only partially dependent on the pixel count. You also need to take the quality of the lens and the method for achieving the resolution into account. Some cameras achieve a 3.1 megapixel resolution by interpolation. The CCD might actually register a much lower resolution but the camera's processor "connects the dots" to get higher resolution. The programming that allows the camera to do this will also affect the picture quality. Some top end cameras may also have other useful bells and whistles such as automatic white balance, red-eye reduction, image stabilization and such that can improve the picture, too.

Don't forget (as I almost did) the "wetware" (that's the operator). You can hand a good camera to a poor photographer and, guess what: you'll get bad pictures.
