First, you need to find where the bubbly noise is coming from. More than likely, it's from your radiator overflow canister and means you have an overheating problem.
No answer for you - just want to state that our 2002 Caravan recently (7/09) starting making a load clicking noise when it is turned on. Belt looks good. I'm guessing its the compressor or clutch.

There may be a component (the fan?) that is making a noise too high for you to hear that is disturbing the cat.

It may not be the fan making "more" noise when you turn on the lights. It may actually be the bulbs making noise. Incandescent bulbs when operating on a dimmer make a high pitched noise - it is the filament vibrating. Try just the lights without the fan and see if you hear anything.
im not sure but in my 2000 Plymouth neon my alternator has been making squeeking noises in the morning when its cold and just recently its been making a clicking noise as the engine is ruvving down or sometime ruvving up, not sure if that has to do with the alternator
