Get a lawyer. If you know who his insurance company is, contact them directly.
The procedure is to get name, license number, insurance company if it happens again. If you do have any of that, report it to the police, it should be called hit and run.

The kind consumers have access to only work sometimes and they give you a brief estimate of the location of the cell phone instead of actual locations. An estimate is to broad as it could be 100s of feet away from where the actual phone is. Another thing is many times it does not locate the phone at all even if the phone is on and in service which should never happen. At this point in the time the free online gps cell phone tracking software is not worth the investment. Once the software is refined more it will be worth it.
