the 99 blazer uses a photoeye on the right side of the top of the dashboard to turn the lights on automaticall when it gets dark. You can also turn them on manually with the dash switch. These lights are controlled through a relay under the hood in the same box where the fuses are located. If you pulled the correctfuses and the lights are still on, there must be shorted wiring. It is also possible you are pulling the wrong fuse. Try pulling all fuses and put them back one-at-a-time until you find the fuse that turns on the lights in question. It may not be the fuse you expect. i'm not sure if it is the same on the 1996 model but on my 2002 blazer if you push the dome light cancel button four times it will turn off the daytime running lights. hope this helps

Some cars have a knob for the headlights. If this knob is turned left or right when pulled out, it changes the brightness of the dashboard lights from off to full brightness.
My '88 Prelude Si 4WS had a short in the steering column. My "guys" pulled wires to a toggle switch that they free-placed in the coin tray. It gets hot . . . But, the running lights/brake lights work independently of the headlights!
if the knob used to turn you headlights on is pulled to turn them on, try turning the knob counter-clock-wise and that should turn the gauge lights on and if you keep turning it it will turn the dome light on too.
When i was trying to disable my DRL's (Daytime Running Lights) i pulled the fuse for them and my headlights and instrument lights were flashing intermittently. Check the fuse panel in the glove box and look for the DRL fuse. Check if its blown. Hope this helps!!!
Because the power for your headlights is pulled from your battery. When the dashboard lights dim after turning on the headlights the dashboard lights aren't getting as much power as they were with the headlights off. With the motor running or off? The headlights draw a lot of current, but should not visibly affect other systems. There could be a problem with a worn out battery, an alternator that isn't charging correctly, or you have a bad earth between the battery and the chassis. Check the large cable connection between the battery (usually negative these days) and the bodywork, or between the engine block and the bodywork.
First double check the bulbs to be sure they are good then I would suspect the high/low beam switch or the headlight switch is at fault.
It is against the law in all 50 states to flash your headlights to warn of police... you can be pulled over and ticketed for "interference in law enforcement operations"
Could possibly be a dimmer switch for the Hi Beam lights
The only reason something electrical remains turned on when the fuse is pulled is a short. Somewhere in the circuit, before the fuse, you have current. If you mean that the dome light only goes off when the fuse is pulled, the short is between the light and the on/off switch. Trace the wiring and look for worn places. Other possiblities exist but this is the easiet and most likely.
