For under 20,000 it is hard to beat a 2004-2006 Pontiac GTO the 2005-2006 models have a more powerful 400hp LS2 V8 right out of the Corvette and came in great colors. For the 2004 model year they had only 350hp LS1 V8 out of a Corvette.
If you wanted to go used you could easily get a Honda Element which has tons of room for under 20k. In new cars you could look at a Nissan Versa which has a surprising amount of room for a small car.
