Probably a burned out bulb. Many vehicles do that to draw attention to the fact that a bulb is burned out. it blinks realy fast just to let you know the light bulb is out. turn on your emergency flashers, look at all the lights to see which one is not blinking and replace it, you will be good as new. It sounds like you have a faulty bulb, and the system is signaling you.

If you are referring to the blinker indicators on the dash board, it is because one the signal light bulbs need to be replaced. If you are saying you have to manually turn the blinker on and off by hand, then the flasher relay is bad. If you are saying you have to hold the turn signal lever in position and it does work and flashes on and off by doing this, then the turn signal lever is broken inside and needs replacing.
