Most states have exemptions for classic cars from smog regulations since none of them were designed with modern regulations in mind. In California which is typically the most stringent for smog regulations, 1965 Mustangs are exempt from smog checks.

I thought the selling owner needs to smog vehicle before selling it- the new owner does not need to re-smog the car.
The smog pump is located under the right front fender, I think you have to remove the tire to reach it. Good luck finding a replacement, if you do let me know, I am looking for one now.

I have a 1998 Mustang Cobra and my secondary AIR pump (smog pump) is located in front of the right front wheel. You might have to loosen/remove the plastic fender well liner to get to it. They are notorious for getting water in the cover that covers the smog pump motor. I'll bet yours is full of water. I have replaced mine twice and it is bad again. I recommend installing a "snorkel" hose to prevent this from happening again.

current smog regulations state that all vehicles that are 25 years old and older do not need to go for a smog test. ive got a '68 gto that is registered and has not gone in for smog in about 15 years.
